Jay McConville is a defense industry professional, strategy consultant, and policy advocate. He is the founder of Emerald Collaborative Partners (ECP), LLC which provides management, strategy, communications and new business consulting services.Jay has held multiple key positions within industry, political organizations and the military over his 30 year career.


Prior to founding ECP, Jay served as the Director of Business Development for Lockheed Martin Unmanned Systems, responsible for a portfolio of Unmanned Aerial Systems (UAS)within the defense, intelligence, commercial and civil sectors, both in the US and internationally.Jay came to Lockheed Martin when they acquired Chandler/May, Inc. and subsidiary AME Unmanned Air Systems in November 2012. Jay was an Executive Vice President for Chandler/May, and the former President, CEO and Chairman of the Board of AME. Jay is also the former Vice President of Reconnaissance and Surveillance Systems for General Dynamics Advanced Information Systems.


Jay is a past two-term President of the Washington DC “Capitol” Chapter of the Association of Unmanned Vehicle Systems International (AUVSI). He is serving his second term as an elected member of the Mt. Vernon-Lee (Virginia) Chamber of Commerce Board, and is the past President of the Ft. Hunt Youth Athletic Association, one of Virginia’ largest youth sports organizations. He also serves on the Operating Board of “Constituting America” a 501(c)3 organization dedicated to teaching America’s youth about the principles of the US Constitution.


Jay has been an active volunteer in politics, running in 2009 for the Virginia House of Delegates and then serving as the elected Chairman of one of Virginia’s largest political committees. He also served as the Virginia Co-Chairman for a major Presidential Primary Campaign.


Jay is a military Veteran, having served as a US Army Intelligence Officer in multiple positions including service with the 1st Cavalry Division during Desert Shield and Desert Storm.


Jay has a Bachelor of Science from George Mason University and a Master of Science in Strategic Intelligence from the Defense Intelligence College.
